KATHMANDU, FEB 22 – The 30-party opposition alliance led by the UCPN (Maoist) on Saturday said the government is yet to prepare an appropriate environment for “genuine negotiations” with the ruling parties on the constitution drafting process.
A meeting of the agitating parties, however, said that Prime Minister Sushil Koirala’s second invite for talks on Friday was a positive move but “more needs to be done to resume formal dialogue among the parties”.
The opposition parties, however, said informal talks could take place. Leaders from the main opposition UCPN (Maoist) and the ruling Nepali Congress and CPN-UML are already in informal talks. If such negotiations arrive at consensus, they say, formal dialogue will take place.

Prem Bahadur Singh, spokesman for the 30-party alliance, said the ruling parties have failed to address the crux of their demand. After the meeting of the bloc, Singh said they will continue their street movement until meaningful dialogue begins. The meeting expressed hope that informal deliberations at various levels will prepare the ground for formal talks at the top level. The meeting concluded that Koirala had been more receptive to seek a solution through dialogue.
The PM urged the parties on Friday to return to talks stating that the new constitution would be drafted as per the spirit of the Interim Constitution. Earlier, on February 9, he issued a public statement urging the disgruntled parties to come to the negotiating table.
The opposition termed the call abstract and demanded a supplementary statement.
